President and CEO
Todd Ailes is president and CEO of Consolidated Nuclear Security, the Bechtel-led management and operating contractor for the Y‑12 National Security Complex in Oak Ridge, Tennessee. In this role, he leads a workforce of approximately 11,000 in safe, secure, and strategic operations; ensures strict compliance with federal nuclear security standards; and oversees multibillion dollar modernization projects and stockpile stewardship missions for the National Nuclear Security Administration.
Ailes assumed the role of CEO in July 2026, after serving a year as chief operating officer. In addition to his most recent positions with CNS, Ailes spent 2006 to 2021 at the Pantex Plant in Amarillo, Texas, serving in several roles, including vice president of Plant Operations and site manager while Pantex was under the CNS contract.
Ailes left Pantex in 2021 to become manager for the Bechtel Pueblo Team, the systems contractor for the Pueblo Chemical Agent–Destruction Pilot Plant in Colorado. He provided leadership as the project completed destruction of 778,000 chemical weapons and transitioned to closure of the site.
Before joining Pantex, Ailes spent 5 years at the Kansas City Plant, where he was responsible for manufacturing operations and production scheduling of nuclear weapon components.
A U.S. Navy veteran, Ailes served 12 years with the Naval Nuclear Propulsion Program, gaining expertise in the operation and maintenance of nuclear reactors. He has extensive experience with high-hazard operations and weapon systems, including product development and funding/scheduling analysis.
Ailes was elected a Bechtel principal vice president in 2023.
He holds an M.S. in business administration from the University of Missouri, a B.S. in human resources management from New School University in Malta, New York, and an A.S. in nuclear technologies from Regents College in Albany, New York.
