Vice President, Operations Support

C. David Turner is the vice president of Operations Support for Consolidated Nuclear Security, the management and operating contractor for the Pantex Plant in Amarillo, Texas, and the Y-12 National Security Complex in Oak Ridge, Tennessee.

In this role, he oversees more than 1,600 engineers, crafts, and contracted staff. Operations Support is a multidisciplined organization that maintains and ensures availability of mission-critical facilities, systems, utilities, and equipment at both Pantex and Y-12.

Turner previously worked in corporate leadership. Most recently, he was president of the American Water Military Services Group, where he oversaw capital improvements and water/wastewater treatment operations for multiple military installations. Throughout his career, he has led corporate and military organizations in accomplishing work in energy, infrastructure,
engineering, construction, logistics planning, and other competencies. He has served as a consultant and sat on several board of directors, recently completing a 3-year term with Professional Project Services.

Turner is a retired brigadier general and former commander of the South Atlantic Division of the U.S. Army Corps of Engineers (USACE). In that role, he led a professional workforce of more than 3,400 and managed a $4.24B military and civil works program with key missions of defending and protecting the nation, managing the nation’s water resource infrastructure,
and building the Corps for the future.

Previously, he was commander of the USACE South Pacific Division and chief of staff at USACE headquarters. He also commanded the USACE Far East District, where he oversaw a $10B design and construction program.

Turner’s Army career includes many other assignments including global nuclear strike advisor on the Joint Staff at the Pentagon; deployments; commendations; and awards for service and valor to include the Army Distinguished Service Medal.

His educational accomplishments include B.A. in mathematical sciences, University of Central Missouri (2014 Distinguished Alumni); M.S. in industrial engineering, Wichita State University; M.S. in strategic studies, U.S. Army War College; Senior Executive Fellow, John F. Kennedy School of Government, Harvard University; certificates of finance and accounting, The Wharton School, University of Pennsylvania, and Massachusetts Institute of Technology.
