Vice President, Mission Execution
Reed Mullins is the vice president of Mission Execution for Consolidated Nuclear Security, the management and operating contractor for the Y‑12 National Security Complex in Oak Ridge, Tennessee. In this role, he leads the Production Operations, Analytical Chemistry, Dimensional Inspection, Metrology, Quality, and Technical Assurance organizations.
Prior to this role, Mullins was the senior director for Y‑12 Stockpile Programs, where he was responsible for delivery of stockpile life extension programs, stockpile systems programs, weapons dismantlement and disposition, and the maintenance and projects that directly support these programs.
As the senior director for Production Operations at Y‑12 from 2015 to 2023, Mullins was responsible for the workforce, equipment, and deliverables for production capabilities. He also previously managed Assembly/Disassembly Operations and was responsible for execution of the assembly, disassembly, dismantlement, and surveillance missions.
Mullins also managed General and Enriched Manufacturing and was responsible for enriched uranium (EU) machining and non‑EU manufacturing. While in this position, Y‑12’s fabrication capabilities were expanded, production throughput increased, and first acceptance of products improved.
While managing Facilities Programs and the Production Facilities department, Mullins improved the tracking and communication of infrastructure issues and led many productivity improvements and cost reduction activities while ensuring work was executed within the safety basis. Mullins has worked as a system engineer, process engineer, and shift technical advisor. He was also part of the start‑up of the Purification Prototype Facility and Highly Enriched Uranium Materials Facility.
For the community, Mullins has served as a board member for the Pellissippi State Community College Foundation, a board member for the East Tennessee Economic Council, a member of the Oak Ridge Chamber of Commerce, and a member of the United Way Financial Advisory Board.
Before joining Y‑12, Mullins worked at Eastman Chemical, where he led capital projects with a cost in excess of $40 million and validated process improvements of approximately $20 million.
Mullins holds an M.B.A. from the University of Tennessee, Knoxville, and a B.S. in chemical engineering from Tennessee Technological University.
