Vice President, Project Management

Sal Beltran is the vice president of Project Management for Consolidated Nuclear Security, the management and operating contractor for the Y‑12 National Security Complex in Oak Ridge, Tennessee. In this role, he is responsible for safe, secure, compliant execution of projects consistent with scope, cost, and schedule requirements.

Beltran most recently served as the deputy principal associate director of Project Management at Lawrence Livermore National Laboratory (LLNL), where he managed a portfolio of more than 200 projects with a total project cost (TPC) value of more than $1.5B. Prior to serving at LLNL, Beltran was the director of Pantex Project Management, where he was responsible for three project portfolios with a TPC value of nearly $700M.

Beltran’s project management leadership includes risk management, strategic planning, subcontract management, and transitional leadership. His experience across U.S. Department of Energy and NNSA sites has involved applying some of the most challenging technical requirements in the industry to large‑scale, one‑of‑a‑kind engineering and construction projects, supporting national plutonium and uranium strategy initiatives.

Beltran is a former U.S. Army Aviation officer. He holds a bachelor’s in business administration from Eastern Washington University, is a Six Sigma Yellow Belt, and is a member of the Project Management Institute.
